Centre of Excellence Update
Montreal Centre
The latest issue of the Immigration et metropoles newsletter provides an
overview of the Montreal Centres 1999- 2001 research plan. The overall priorities
underlying the plan are twofold:
- reinforce comparative analysis and
- intensify research dissemination efforts.

Toronto Centre
The Toronto Centre (CERIS) has announced the results of its 1999 Funding competition.
The five projects selected for funding are described in the latest issue (June 1999) of
the CERIS newsletter. The five projects are titled:
Civic Participation and Homeland Ties: A Comparative Study of Croatians and Sri

Federal Partner Update
Social Sciences and Humanities Research Council Mid-Term Review of the Metropolis
Project
The Mid-Term Review of the Metropolis Project is now complete. All site visit
committees have submitted their reports. In general the reports are extremely positive,
applauding the Centres efforts in establishing effective partnerships with the
community and with policy-makers and in producing large quantities of high quality
research. The Mid-Term Review was undertaken to assess the Centres activities to
date and to decide on whether to fund the project for the period 2000-2002. For more

Canadian Heritage
The Multiculturalism Program has completed a first draft of data highlights regarding
the Charitable Contributions of the Foreign-born in Canada from the 1997 Survey of
Giving, Volunteering and Participating. These highlights will be presented at the
Fourth International Metropolis Conference.

Metropolis Events
CERIS Research Retreat
(Toronto, September 22, 1999)
The CERIS Research Retreat, originally planned for June 25, has been rescheduled to
September 22, from 9:30 to 4:00. As for the past two years, the CERIS Research Retreat
will bring together researchers with community and government partners to evaluate its
research portfolio and
identify research priorities. The retreat will help identify the priority areas for
CERISs next Request for Proposals (RFP) which will allocate the research agenda and
funding for 2000-2002.
This years Retreat will have a new format, attempting an integrative approach. In
the morning the federal partners will present their research priorities. A question period
will follow each presentation and there will be more time for discussion in the afternoon,
during the planned domain sessions.

PCERII Research Workshop
(Calgary, October 21-23, 1999)
The Prairie Centre will hold its second regional workshop at the Rozsa Centre,
University of Calgary, October 21-23, 1999. The theme of the workshop is "Meeting the
Metropolis Challenge: Research Coordination and Dissemination Amongst Stakeholders."
This workshop aims to bring together stakeholders of the PCERII, including service
providers, representatives of immigrant serving agencies and other NGOs, policy
makers at different levels of government, and university researchers. The goals of the
workshop are to:

strengthen the communication links between and among researchers, policy
makers, service providers and other stakeholders; |
| (2) |
organize sessions for PCERIIs five domains to finalize their
respective strategic research plans for the next two years; |
| (3) |
present research results from selected projects funded by the Prairie
Centre. |

Transnational Dialogue: Strategies of Engagement: cross-sectoral partnerships for
enhancing the economic foundation of minority communities
The Migration Policy Group, a participant in the International Metropolis Project,
will host a small seminar November 9-10 on the economic foundation of minority
communities. Specific initaitives from eight cities (4 European and 4 North American) will
be considered.
Participants will include governmental and corporate representatives along with
researchers from the European Union, the United States and Canada.

Fourth International Metropolis Conference
(Washington D.C., December 8-11, 1999)
The initial announcement of the Fourth International Metropolis Conference has been
posted on the Metropollis websites. The announcement contains descriptions of the plenary
sessions and of the thirty four workshops. In addition, it includes registration
information. Participants are encouraged to register early to avoid increases in
registration fees.
The preliminary programme will be posted on the website in early October. If you would

CERIS is hosting the Fourth National Metropolis Conference in Toronto from March 22
to 25, 2000 at the Metropolitan Hotel. Those interested in planning sessions or presenting
papers should contact Marie Truelove or Ted Richmond through the CERIS Toronto office at ceris.office@utoronto.ca
Web News
With the major software and hardware upgrade behind us, there is now a renewed emphasis
on making the Metropolis network of web sites the resource of choice for researchers and
policy-makers working in immigration. This includes:

filling the electronic library with relevant and valuable documents, |
- |
providing a listing of Metropolis events, as well as events consistent
with Metropolis themes, |
| - |
a listing of immigration related web sites with an emphasis on sites with
libraries or considerable academic holdings, and |
| - |
restricted, targeted discussion groups such as the one for the Citizenship
Education Research Network (CERN). |
The popularity of the network continues to grow with more visitors each month. The
Canadian site is now getting just under 800 visitors a week and the entire network, all 6
sites, is receiving almost 1,100 visitors / week.
With the new capabilities of the network, more features and functions are expected
soon.

Transnational Crime
The Global Challenges Opportunities Network (GCON) has put out a request for proposals
(RFP) on Transnational Crime, to explore Trafficking in Human Beings. The RFP is posted on
the Open Bidding System. The GCON - Transnational Crime Working Group, chaired by
Solicitor General Canada, is one of five interdepartmental working groups of the Federal
Governments Policy Research Initiative (PRI). GCON is the only interdepartmental
research network of the PRI exclusively dedicated to addressing the international
dimensions of Canadian public policy.

Metropolis Comings and Goings
The Metropolis Project Team welcomes Ayesha Rekhi, a Foreign Service Officer, who has
been with Metropolis since June. She will be working with the Project Team until December
1999, and again, for a shorter term, in the Spring of 2000.
Citizenship and Immigration Canada has a new Minister. Elinor Caplan replaces Lucienne
Robillard who is now responsible for the Treasury Board.
Jane Stewart has replaced Pierre Pettigrew as Minister responsible for Human Resources
Development Canada.
Joe Garcea has resigned from his position as domain leader for the Citizenship and
Political domain at the Prairie Centre to chair of the Task Force on Municipal Legislative
Renewal for the City of Saskatoon.
